Sayed Zabihullah Sawayz, born on 2-5-1952 in DEHDANA Village, Kabul, Afghanistan, is a seasoned professional with a background in physics and electronics. He earned his B.Sc. in Physics from Kabul University in 1975 and later completed a Master's degree in electronic Physics from Delhi University in 1981, followed by a Master of Philosophy in physics in 1982.
Sawayz's diverse career spans teaching physics at Naderia and Habibia High schools during the 1980s to his tenure as a researcher in renewable energy at the Academy of Sciences of Afghanistan from 1990 to 1997. He then transitioned to the UN system, where he worked with UN-Habitat from 1999 to 2006, specializing in community mobilization, information management, and program coordination.
Joining the Independent Administrative Reform and Civil Service Commission (IARCSC) in 2007, Sawayz served as the Director General of Administrative Reform Secretariat until 2016. During this time, he collaborated with various donors on reform and capacity building projects for public servants in the Afghan government.
Returning to UN-Habitat from 2016 to 2019 as a policy and planning advisor, he played a crucial role in designing, training, and overseeing the implementation of the Citizens' Charter Afghanistan Program. With a unique blend of research, social development, and government institution reform experience, Sawayz contributed significantly to two national development programs, namely the National Solidarity Program (NSP) and the Citizens' Charter Afghanistan Program (CCAP).
